Pediatric Examinations - What Age is "pediatric"

Hello

I am looking for feedback regarding how programs determine an age for pediatric examinations? If the standard is puberty, or Tanner stages, how is that determined prior to examination? If your program uses specific ages (13 and up, etc.) where did the rationale for that age come from?
